    Job Summary

    The Construction Inspector Trainee monitors in a training capacity, the work of contractors to ensure quality control and contract compliance for roadway, structure, and bridge construction projects, under the direction of a Construction Manager or their designee.

    Essential Responsibilities

    • Inspects excavations, drainage structures, traffic control devices, road surfaces, and structures by comparing work performed to plans and specifications
    • Maintains project records including daily inspector report, workbook and materials records
    • Assists in preparing project records and forming reports
    • Receives on-the-job and required agency classroom training to obtain designated highway material certifications

    Additional Responsibilities

    • Checks elevation against reference points using levels or other survey equipment. Prepares routine reports and records involving the application of basic geometric and trigonometric principles. Learns the use of level and survey instruments
    • Becomes familiar with plans, specifications, standards, and related material when not occupied with regular assignments and whenever so directed by higher level inspectors or supervisory personnel.
    • Advises contractors, supervisory personnel of necessary actions to conform to the plans and specification.
    • Ensures self, project staff, and contractor staff operates in a safe and effective manner and is also aware of environmental regulations and provides customer service to the traveling public, adjacent property owners, and other project stakeholders.

    Basic Qualifications

    High School/GED or equivalent


    Preferred Qualifications/Skills

    Knowledge, Skills and Abilities

    • High School Graduate or Equivalent or non Engineering Associates/Bachelor degree.
    • NICET I NHI Plan Reading course with proven written, oral, and math skills (algebra and geometry),Mathematics including computation of length, area and volumetric measurements
    • Willingness to learn and apply new information and concepts
    • Functional computer usage including familiarity with Microsoft office suite software
    • Communicate effectively both orally and in writing
    • Ability to interpret and apply written specifications. 
    • Understands the general nature of construction and contracting. 


    Basic Material Certification:

    Inspector trainee initially is not required to have any material certifications; however, in the employer’s training plan, there shall be a two-year program outlined for the inspector trainee to obtain the basic material certifications to include:

    • Asphalt Field
    • Soils and Aggregate Field
    • Nuclear Density
    • Safety (OSHA)
    • ACI/VDOT Concrete Field
    • DCR Erosion and Sediment Control Inspector Level
    • Pavement Markings
    • Guard Rail Installation (GRIT)
    • Flagger Certification
    • Work Zone Traffic Control – Intermediate Level

    General Work Conditions

    Field Environment:  Work is frequently performed in a field environment in which there is consistent exposure to potentially unpleasant working conditions.  Incumbent must have the ability to stand and sit frequently and reach horizontally as well as vertically for overhead use.


    Work frequently requires working at client’s job site, construction trailer, and in a field environment.  Work may sometimes require working in inclement weather, working in a construction site, being exposed to heavy construction equipment, and doing extensive walking.


    Depending on the specific project, the job may require climbing to various elevations, ability to bend, twist and turn in close clearances, and crawl into confined spaces to perform required work.  Select jobs may require work near heavy construction equipment, railroad right of ways, bridges, construction sites, tunnels and airport runways.  Work environment may require use of construction/inspection safety equipment including fall equipment.  Adherence to applicable safety protocol is required.
